He is a former mayor of Manchester, having served on its Board of Directors for 10 years.
Mr. Penny has earned his degree in B.A. from Ohio Wesleyan University in 1970 and received Juris Doctor from University of Connecticut School of Law in 1973. He has got license in state of Connecticut in 1973 to practice law where he has started his legal career with general practice law representing the clients of Manchester and Connecticut.
